Hervé Yimgna Mengouo is an accomplished BIM and Data Construction professional with more than 20 years of experience leading complex engineering and site supervision projects across Africa, the Middle East, and beyond. A Chartered Member of the CIOB and an active member of CMAA, he is recognized for his expertise in sustainable construction management, BIM integration, and advanced data-driven project control. His career is defined by successfully delivering large-scale infrastructure, hydropower, oil and gas, and storage tank projects on time, within budget, and to the highest safety and quality standards.
Currently serving as Data BIM Construction Project Controller with Allies Committed Associates LLC, Hervé develops constructability and reporting solutions, optimizes workflows, and leads digital transformation initiatives across projects. His recent roles include BIM Digital Construction Coordinator at BESIX, where he promoted digital processes from design through operations, and Hydraulic Steel Structure Consultant with Uganda Electricity Generation Company Limited, overseeing critical design reviews, factory inspections, and installation supervision for major hydropower assets.
He has held senior site leadership positions with GE Renewable Energy, PARLYM Cameroon, and PARLYM International, directing construction recovery, welding management, and constructability strategies on landmark projects such as the Grand Ethiopian Renaissance Dam, Nachtigal Dam in Cameroon, and major oil storage facilities in Chad and Cameroon. Earlier, as Sustainable Construction Project Manager for the Electricity Development Corporation in Cameroon, he managed the Memve’ele Hydroelectric Dam’s development, overseeing feasibility studies, design approvals, and multi-disciplinary site supervision. His scope included developing welding sequences and Welding Procedure Specifications (WPS) for critical components such as penstocks, draft elbows, draft tube cones, stay rings, spiral cases, pit liners, rotors, and turbines. He mastered and applied international welding standards including ASME Sec. IX, EN 1090, ISO 3834, ISO 15614-1, AWS D1.1, BS 4872, API 1104, BS EN 15614, and CAA A8-10, overseeing welding procedure and welder qualification management.
A qualified Construction Manager with a Bachelor’s in Construction Management and multiple international certifications—including ASME, API, and Procore specializations—Hervé combines technical mastery with strong leadership, negotiation, and risk management skills. Fluent in French and proficient in English, he brings a rare blend of digital fluency, hands-on field expertise, and stakeholder engagement, making him a trusted partner for delivering complex, high-value projects globally.
